Someone who has re-capped a Vectrex...

I have only worked on one arcade machine in a way that I needed to
discharge the monitor first, and that has been a while ago. Could someone
here who has recapped or done other major work inside your Vectrex please
tell me exactly the best way to safely discharge its monitor? I appreciate
working on these projects without tube implosion... :) If there's a good
page on recapping the Vec that I haven't yet found, feel free to point me
to that as well.
